What they don't mention is that collection agencies and debt buyers often extend this period by many years through the abuse of "hard inquires" to report collection agency/debt buyer searches AND the misuse of "Reporting Dates" in the "Public Records"/"Collections" section of TransUnion and Equifax reports.

But try following their instructions, and see how far you get.
The next thing is to try contacting General's ombudsman and ask for a correction. Not sure how much luck you'll have doing this.
Saskatchewan doesn't have a provincial version of the Federal PIPEDA Act, so the Federal one completely rules. Every collection agency is required to have a PIPEDA "compliance officer" who, upon a written request, has 30 days to mail you the information the agency has on file about you and the debts assigned to them.
But, in practice, if you contact or write General and demand your PIPEDA info file, you'll surely get stonewalled. They're more likely to transfer your call to a call center in the Philippenes or Indonesia like TransUnion does. Or file your letter under "G." But if you try hard enough, you will eventually get it - hopefully, before dying of old age. That file will give you the information about the debt.
Obviously, if the debt is more than 6 years old OR there have been no payments on it for 6 years, then this is a violation of Sections 18(f),(n) of the Saskatchewan Credit Reporting Act.

You may have to contact the Saskatchewan provincial registrar responsible for licencing credit bureaus in order to force the bureaus to obey the law. Hopefully, (s)he'll be more of a consumer advocate than Brian Pitkin is in Ontario.
