I know that Citizens Bank of Canada offers a Secured Credit Card..
Shared Interest Classic (Secured) My VISA Rewards Plus option..

I've done various searches online, but it doesn't give you details on how to apply for it.. off the website you can only apply for an unsecured credit card..

There's no email link where you can ask them.. and I've also called the head office in Toronto.. a woman answered and when I asked her about the secured card she asked me to hold and then I got disconnected after 15 min.. when I called back no answer... and I called repeatedly for 2 hrs with no answer...

SO, if anyone has more information about their secured card and how to go about applying for it.. that would be great!
