Did you get this agreement in writing or was it verbal? If your settlement agreement was in writing, then they have to abide by it.
If your settlement agreement was verbal, you should start to form a new agreement with them and put it in writing. You might just refuse to pay them until they give you a written agreement.
If you want a third party to help you may want to contact your local Provincial government Consumer Protection.
Keep in mind that it's always good to write letters about your concerns when you're in collections. It's more work however, you'll have written documentation to fall back on.
Canadian Bonded Credits Limited has to keep an accounting of all your payments to date. If they refuse to give this to you, complain to Consumer Protection.

I disagree... when you are the little guy, you have a great deal of power. You can refuse to pay the bill unless you get the cooperation you deserve from the collection agency. The collection agency has to abide by the laws of the land.
