First off you are in the right site to find the information you are seeking. My suggestion would be to start off by reading through the various forums and pay special attention to Raymonds comments. He, along with many others, have addressed most (if not all) of the concerns you are raising today.
In a nutshell, as DrunkBeerGuy pointed out, this debt is stats barred; meaning that the collection agency has no claim to this debt - assuming that it's valid at all. In such a case, the most they can do is ring you up over and over and demand payment. They cannot take you to court, or, Garnish your wages as they'd never be able to pass a judgement against you for this debt. The law simply doesn't permit it.
So next time you receive a call from any agency regarding this debt, feel free to tell them to either take you to court, or buzz right off. They know that they have no claim to this debt, so there's no way that they'll take you to court over it - it'd cost them too much money to do so.
Again, my suggestion right now is to read some of the postings on this site - start in the Collection Agency section - and build up your knowledge base. You'll quickly see that many folks have encountered similar troubles and after they post their story typically tips by others are posted which offer advice on the subject.
