When collection agencies get your file, they don't usually do a credit bureau check on you unless it's over $1000 as it really isn't worth the money to them to run it.
As ranzzzz has said, the "credit investigation" is a bluff. The money you paid to iQor, Inc formerly CBCL - Canadian Bonded Credit Limited - Now Iqor Collection Agency probably went unclaimed some how (in their office) and went to the "house -- any unclaimed money to files, the agency keeps as theirs).
What I find interesting, is how your agent doesn't want to investigate where the payment went. If you have a receipt to back the payment up, it's all you need to have the file closed.
What I would suggest, is call iQor, Inc formerly CBCL - Canadian Bonded Credit Limited - Now Iqor Collection Agency and talk to your agent. When you get him on the line, request a letter of release from the agency. When he says "... you need to pay etc" tell the guy, you had and the proof was sent. You are willing to resend it, if they want -- but you want the release letter faxed to you by "4 PM" THAT day. If you don't have a fax machine, get the number for the machine at your bank branch. As it's regarding your account with them, they should give it to you, and allow you to use it.
