First they have to accept what you offer. I cant remember were i got that info i think its from the same number im about to give you with my story about these 'collectors' a heads up these collectors are thieves, search them and you will see that as well.
Your best bet with CBV is to call 1-800-889-9768, go through the automated thing and talk to a person. They will instruct you to write a letter to CBV stating that under the collection agency act your only allowed to contact a consumer 3 times within a week and you exceed this within x days or hours and that if the behaviour continues that you will file a formal complaint with the ministry of consumer services office of the registrar. They will then give you a file number so that if these guys continue you can do a follow up and actually file the formal complaint. I have kept the letter on my computer and in my purse so that i have it on hand every time they call and i do the broken record thing and repeat the letter to them which states all this. The calls are slowing down fast and they aren't hassling me multiple times an hour. This is all over the fact that Direct Energy hooked up a utility in a city i do not live in and never have, using my birthdate. The bill is 205 and they tell me every time i talk to them that i need to file a complaint with the RCMP but then they refuse to give me a letter of settlement, which i need to file a complaint with the RCMP to get these calls to stop. Basically making a huge run around, so that i cant stop these calls and put them on the radar of BBB. Then, after refusing to provide what they say i need to file and what the RCMP say i need to file a complaint, proceed to ask for more personal information. Now when i refuse to give them my SIN or any sensitive information, they take a tone and eventually start to yell and swear at me. Then when i call back and speak to a supervisor i get the same belligerent attitude and same yelling as i did earlier. So my suggestion is call 1-800-889-9768 and file a complaint. They get enough complaints these guys will be shut down. They break multiple laws and they need to be stopped. So lets let our fingers talk for us and team up and shut these guys down.

I'm curious to know why CBV collection is calling you..
Did you miss a payment with them...

Have you gotten a statement from them of all your payments, and how much you've paid off so far? Ultimately regular payments means a stream of cash for them.

Questions: how much do you owe, and is $80 really all that you can pay?

Financial capacity assessments do as exactly as you stated, it helps agencies help you. It tells them how much surplus you have in your budget to pay, and it also helps you pay it off faster -- take it as you want.

As far as settlements, as long as it's not the federal portion of your student loan, a settlement IS possible.

So, depending on the bank (which you didn't mention), an agency can offer up to an amount the bank sets. If you want to settle for anything less it goes below parameter and that needs bank approval.

So back to one of my original questions, how much do you owe, how much are you offering and which bank is it?

CBV collections

These guys have started calling me again saying I need tof fill out a fincancial form for them as they want me to pay more money or pay them off. THis is for a student loan debt from a bank. I have been making regular paymetns (only $80) but regular and now they have started calling me again. Can they do this if I am making regular payments. The company will not put through any offer I've made as they say the offer is to low and the bank will not accept it (how do they know for sure?!?!)
Any suggestions
