You need to contact your brother and get whatever paper work and account details he has besides, of course, a signed letter of authorization to act as his representative.
It's also strongly advisable for your brother to keep account documentation/statements as well as all previous collection correspondence because they might be required to dispute dates and amounts in court, particularly if issues about the limitation period arise.
The trouble is that once you are on record as his representative, it's you they will be hounding. Moreover, don't provide any written correspondence to the collection agency until you are sure that at least 2 years have passed since the last payment was made.
What country is your brother living in? If it's in the US, what state?
You'd better check with a bankruptcy trustee as to the rules concerning foreign residents.
