The best credit card in Canada is quite a wide and complex discussion.
The questions I would ask are based on the individuals current credit status. Next, do you carry a balance or not. If you are collecting rewards, do you like to travel, or would you like non-travel goodies. Or would you just prefer to get cash back on your credit card.? The final question is, how much do you spend on your card each month. The threshhold seems to be around $2500 per month in spending. If you spend more than $2500 there are cards out there that would be more profitable to collect rewards with. If you spend less than $2500 then there are lower spend cards.
Good Credit status means that you've been responsible with your credit, and have abided by the agreement over a good time period. You've done this with all of the credit items listed on your equifax and/or transunion credit reports.
Having good credit gives you much better options with relation to getting preferred lower interest rates or the best rewards points cards.
If you have good credit and Carry a Balance then you should consider low interest credit cards.
Low Interest
If you don't carry a balance and spend money each month, then you would do yourself a favor to collect points. Might as well get some form of rewards back if they're available.
Don't Carry a Balance

Spend A Little
If you have Bad Credit then your main concern should be improving your credit. IMO... you should be concerned about collecting rewards points or cash back if you're objective is to repair your credit.
The same logic with Secured Credit Cards or Guaranteed credit cards apply.., if you carry a balance , then you'll want to have the lowest interest rate possible. If your credit is really bad then you may have to go with the high interest rate cards with annual fees. This is just until your credit score improves.
There are some bad credit cards where you can get cash back points such as the Capital One - Guaranteed Cash Back MasterCard for Gas & Groceries ....
The thing people need to realize is this: you need to spend money on groceries and gas every month.. Why not get a cash back reward for that?
The other question arises, well... if I had a credit card, I would spend more money on groceries than I should.. This is a matter of discipline. If you have cash
